  1. FALL CONVENTION: THE largest student media convention in the nation will feature student speakers, industry professionals, FCC staff, lawyers, engineers and advisers/managers in about 70 events, plus music, music, music! Visit the CBI Conventions Page at http://www.collegebroadcasters.org/convention.shtml for details and to learn how you can be involved. The convention will be held November 4 - 7 in Nashville.
  2. TRAVEL PREP: Time to reserve hotel space and make travel plans for our national convention in Nashville, November 4 - 7. Visit the CBI Web site (http://www.collegebroadcasters.org/convention.shtml) for information on making reservations at the Renaissance Hotel in Nashville. Be on the lookout this fall if your station would like to participate in the live Webcast from the convention.
  3. STUDENT PRODUCTION AWARDS: Judges are now evaluating and ranking 137 television entries, 243 radio entries, and 16 Web site entries for the 2004 CBI Student Production Awards. This is double the number of last years entries. Finalists will be announced in the September newsletter. Winners will be announced at the fall convention in Nashville. Good luck to all who submitted entries!
  4. IS YOUR PUBLIC INSPECTION FILE UP-TO-DATE?: The FCC recently imposed fines on several radio stations found to have violated FCC rules requiring stations to maintain a quarterly issues/programs list. All of the fines were issued in the station license renewal process.

    The importance of the Public Inspection File was further emphasized in the FCC¹s Notice of Inquiry regarding localism (http://hraunfoss.fcc.gov/edocs_public/attachmatch/FCC-04-129A1.pdf) in which the FCC said, "The purpose of this requirement is to provide both the public and the Commission with information needed to monitor a licensee's performance in meeting its public interest obligation of providing programming that is responsive to its community."

    The FCC's rules require all commercial and noncommercial educational broadcast stations and applicants for new stations, including Class A stations, to maintain a file available for public inspection. (Low power FM and low power television stations are not subject to the public file requirements.)

    While LPFM and LPTV stations are not required to have a Public File, they do need to retain certain documents that are to be made available to the FCC upon request. See http://www.fcc.gov/eb/bc-chklsts/EB18LPFM0504.pdf .

  5. RADIO LICENSE RENEWAL REMINDERS! All FCC licensed radio stations need to file for license renewal every eight years. Either you have already filed for renewal or you will need to file in the near future.

    FCC licensed stations in Michigan & Ohio:
    A. Aug 16, 2004 = Post filing announcements must air through these dates.

    FCC licensed stations in Illinois & Wisconsin:
    A. Aug 1, 2004 = Application is due at the FCC. Note that electronic filing is required.
    B. Oct 16, 2004 = Post filing announcements must air through these dates.

    FCC licensed stations in Iowa & Missouri:
    A. Aug 1, 2004 = Required Pre-Filing announcement start date
    B. Oct 1, 2004 = Application is due at the FCC. Note that electronic filing is required.
    C. Dec 16, 2004 = Post filing announcements must air through these dates.

    FCC licensed stations in Colorado, Minnesota, Montana, North Dakota, & South Dakota:
    A. Oct. 1, 2004 = Required Pre-Filing announcement start date
    B. Dec.1, 2004 = Application is due at the FCC. Note that electronic filing is required.
    C. Feb. 16, 2005 = Post filing announcements must air through these dates.

On this page, you will also find links to useful information concerning each stage of the process.   6. TELEVISION LICENSE RENEWAL REMINDER: All FCC licensed television stations must file for license renewal every eight years. Broadcasters file renewal applications four months prior to the expiration of their FCC licenses.

    Renewal applicants also must implement pre-filing and post-filing announcements. The following chart provides the license renewal schedule for TV, Class A TV and LPTV stations:

    FCC licensed stations in Maryland, Virginia, West Virginia and the District of Columbia:
    A. Aug 16, 2004 = Post filing announcements must air through these dates.

    FCC licensed stations in North Carolina and South Carolina: A. Aug 1, 2004 = Application is due at the FCC. Note that electronic filing is required.
    B. Oct 16, 2004 = Post filing announcements must air through these dates.

    FCC licensed stations in Florida, Puerto Rico and the U.S. Virgin Islands:
    A. Aug 1, 2004 = Required Pre-Filing announcement start date
    B. Oct 1, 2004 = Application is due at the FCC. Note that electronic filing is required.
    C. Dec 16, 2004 = Post filing announcements must air through these dates.

    FCC licensed stations in Alabama and Georgia:
    A. Oct. 1, 2004 = Required Pre-Filing announcement start date
    B. Dec.1, 2004 = Application is due at the FCC. Note that electronic filing is required.
    C. Feb. 16, 2005 = Post filing announcements must air through these dates.

    Television stations should contact CBI for additional information. Review the requirements NOW! Contact CBI Chair Will Robedee (Chair@Collegebroadcasters.org) with questions.

  7. WEBCASTING REPORT: All Webcasters using recorded music were to file a new form with the U.S. Copyright Office by July 1, 2004 along with a $20 filing fee. Failure to file the form and submit payment could result in BIG problems. If you missed the deadline, file ASAP. A link to the form is available at the CBI Web site. (http://www.collegebroadcasters.org/streams.shtml)

    Historic Recordkeeping: The Copyright Office has announced a notice of proposed rule making that reflects the CBI opinion and filings concerning the recordkeeping for stations that webcast prior to the settlement we reached last May concerning webcasting rates and recordkeeping. It is our opinion that the settlement relieves all stations of the need to produce any data concerning past webcasting. If stations have opted into our settlement, it appears that the Copyright Office agrees with CBI. Details are available by contacting CBI Chair, Will Robedee @ 713-348-2935.

    CBI is the trusted resource concerning Webcasting! CBI is in negotiations with SoundExchange concerning 2005-06 Webcasting rates and record keeping requirements. Stay tuned for an announcement.

  8. INDECENCY QUIZ: John Wells King of Washington, D.C. law firm Garvey Schubert Barer has created a quiz to test you and your staffs¹ knowledge on indecency. The quiz is available on-line at http://www.jacobsmedia.com/iqtest.htm. After taking the quiz, read the indecency primer (available on the CBI Web Site at http://www.collegebroadcasters.org/docs/IntroIndecency.pdf) prepared by John Crigler of GSB. Our thanks to Mr. Crigler for allowing CBI to use this document.

  9. STUDENT JOURNALISTS: CBI, CMA and ACP have once again teamed up with National Public Radio to bring the NPR Next Generation Radio Project to the national convention. This is a five day training project designed for college students interested in broadcast careers. It puts students together with professionals to develop their skill in a hands-on workshop that results in a finished audio production. Last year, students from Arizona State University, Savannah College of Art and Design, and Colorado State University took part in the project.     Interested students must apply for this unique opportunity. Space is limited and only those with a demonstrated interest in a broadcast career will be considered. Applications will be made available on the CBI Web site.

  10. CBI BOARD NOMINATIONS: CBI Elections Commissioner Greg Newton is calling for nominations for the CBI Board of Directors. Four of the five board positions are up for selection by CBI members. Nominations will be accepted through September 20, 2004. For more information, contact Greg Newton newtong@ohio.edu.

  11. CARRIER CURRENT TECH RESOURCE: Carrier Current stations should take a look at the tech note on maintenance and other Carrier Current specific documents at http://www.collegebroadcasters.org/cctech.shtml. Summer is a great time to troubleshoot problems and prevent new ones!
